Bissell Carpet Cleaner - brushes start, then stop immediately

Greetings. I've got a Bissell upright carpet cleaner (ProHeat 2x Professional Pet, model # 17N49). The roller brushes start spinning when the unit is powered on, but then immediately stop. There doesn't appear to be any significant water damage inside the unit. Here's what I've tested so far:

 

1. Removed the limit switch that turns off the brushes when the handle is upright. Shorted the two wires to it together ... brushes still started/stopped when unit is turned on.

2. Disconnected the belt from the drive motor. Motor still started, then stopped right away.

In your opinions, could this be the main circuit board, the drive motor beginning to fail or something else?
