Hi I have an Amana oven that take 20 to 30 minutes to heat up. It is a gas oven model # ARG7301WW. Can anyone help me figure out what is wrong with it?

After a 20 to 30 minute warm up it does seem to get to or near the temperature. Things are not cooking correctly, mostly under cooked & taking longer than they should to cook.

How do I know if it is the  temperature control thermostat or the oven igniter that is the problem? From what I've read I'm thinking it must be one of these two items. What do you think?

Sounds like a bad igniter.  You can verify that by measuring the current draw of the igniter.  It should be about 3.3 amps.  If it's less than 3 the igniter is worn out.

The most common cause for long cooktimes it the ignitor. When they start to fail they will take a long time to open the gas valve and light every time they cycle the heat on and off.  95% of all my long cook times and oven not hot enough calls are resolved by a new ignitor. If you have a clamp on a,p meter you can check amp draw at the ignitor. It takes between 3.2 and 3.6 amps to open the gas valve. Or you could just replace the ignitor and see what happens.
