I was reading the old topics from a few years ago, and my question is can I bring up old topics like quote on them or should I just copy and paste the quote and start a new topic. thanks.

Good question!

The clearest thing to do would be to copy/paste the desired text from the old topic into a new topic. Then format it as a quote by highlighting the pasted text and clicking the quote button in the editor window toolbar to clearly show it was a quote. Then copy and paste the URL to the old topic below the quote to reference the source in case anyone wants to go back and read the quote in context.
