I have a Fisher & Paykel IWL16 Washer with error code 37 that appears in the Rinse 1 cycle. The washer pump circulates the water and has been confirmed to work by sound in normal and by sight in diagnostic mode. It appears that the diverter valve is not working. I checked for blockages in the lines and in the valve itself and found nothing. I checked the voltage across the input lines to the valve with the machine plugged in but power off. I recorded 166 vdc. Is my problem the valve or the control board?

board issue 

you are getting power to the valve all the time
