I didn't think about this before because I was thinking this was one of the new ones, (It has the orbital transmission and I just worked on a LAT2500 model that had the plastic tub cover that clips on).    Yours has the old original style metal tub cover with stainless steel clamping band and rubber seal.

When you reinstalled the tub cover you most likely pushed it all the way down and it is holding the spin basket from turning, you have to have a fingers width between tub cover and top of spin basket.

Loosen the clamping ring and pull top over up about an inch then carefully slide a pinkie finger between tub cover and top of spin basket and gently tap the cover down on your finger, make it even all the way around and re-tighten the clamping band.

I'm not sure why it stopped agitating, it agitated to begin with when we first put it back together but after it smoked the belt we could not get it to agitate. Whether it was operator error or we were panicky over the smoking and just simply turned it off before it decided to agitate fully I don't know :) I'm just grateful for your help and want to thank you again.

If anybody is reading about this problem, IT WORKS!! I have a Matag model A209 from 1983, wonderful machine! We thought there were lost socks that had gotten over and down between the tub walls. So I took it all apart to find them (they were not in there). Put back together with a new tub crown/clamp seal. Turned it on and sure enough the old belts were burning up. I imagined  all sorts of things that I thought might be wrong.  I finally saw that the transmission pulley was not rotating in the spin cycle. After beating my head against the wall for a week I found this thread. So I loosened the clamp, raised the tub crown and put new belts on. Works great again. By the way, with the front of the cabinet removed it's easy to see the gap needed between the tub crown and the bottom of the cabinet top.
