old GE washing machine start cycle fill problem

I just replaced the outer tub on my old washing machine. Now when I start a cycle it will not fill. However when I move the cycle to rinse cycle it fills and runs as normal. I have tried just using cold at the beginning of the cycle since that is what the rinse cycle uses and still does not fill. Bad timer? Fill valve? Any insight would be most welcome because all GE would tell me to do is reset the power and that had no effect.

It's worth checking fill valve. Just take hose off cold water inlet and check screen is it clear?
