GE Arctica pss26nstdss fridge water dispenser not working

The water line in from the bottom of the fridge to the dispenser keeps on freezing up.  Can anybody recommend a way to prevent this (other than turning the freezer up)?  Thinking there may be a way to add insulation?

There is a water line heater kit  Part number: WR49X10173

I have also had added success by adding the insulation included in the Whirlpool 819043Part number: 819043
heat probe kit to the inside of the freezer compartment-( I don't seperate the strips) and apply the insulation to the flat back of the dispenser cavity, protecting it from direct blasts of cold air

Make sure the rubber on the door flap for the ice dispenser isn't curled up. Make sure it has a good seal. Also look at the solenoid that opens the door flap. A lot of times the metal shaft rusts and although it looks closed, it's hanging open a little bit. That can let cold air out causing the water dispenser to freeze up.
