I submitted the mini-manual you asked for (31-51612). The GE website showed 31-51521 to be for that fridge. I looked at both tech sheets and the only thing I saw the was different was that the 31-51612 said that it was for models 20/22 and the 31-51521 just said model 20. The wiring looked the same.

Glass heater was as green as my ex stepmother's awful split pea soup and just as incapable of exuding warmth.
