Kitchen aid refrigerator model KSBS25FKBL02 does not cool. All fans on compressor won't come on. All compressor widings good at 6.5 ohms. Output of   Motherboard to inverter board is 3.33 VDC. Is this low? Is the motherboard bad or the inverter board??

3-6VDC is an acceptable signal... I would suspect the inverter board.
