Kenmore washer model # 110.28002011 does not agitate or spin

After multiple attempts, the machine will fill and drain, but makes no sound or action when agitation or spin cycles are running. I have repaired various appliances in the past, but can't recall ever fixing this issue so don't know if there might be a quick and easy fix or if this is going to require major work, so I am checking in with the experts. In case it helps, there was no warning - worked perfectly one day and didn't the next with no strange sounds or behaviors that I noticed.

First thing on this model is to tip the machine back and look at the main drive pulley, be sure the nut that secures it is tight and that the belt has not come off... 

A major source of trouble on these is also this part: Part number: WPW10006355

I checked the pulley and belt and all seems to be tight and in place. Is there any way to test if the part you mentioned above is the culprit? Is there anything else that might cause these issues? I have a history of taking machines apart to fix a thing and having that be the wrong thing, so just want to cover my bases. Thank you :-)

Stand directly in front of the machine, facing the controls- inside the cabinet, there is a plastic envelope with the "tech sheet" in it, it is taped to the inside at approximately the same height as your left pants pocket... move the spint basket back and feel around in there. 

This document will walk you through all the diagnostic tests... DO NOT lose it!

OK, I have run the default code display mode to get codes F7 E1, F7 E7, F0 E0 and F0 E0. I ran the automatic test mode, where everything seemed to work until it got to the spin portion and it took a while for it to declare the test complete, presumably because it could not spin. When I ran the manual test mode for both low and high agitation, it took a bit for the cycles to start, but they sounded normal. Manual test for spin yields some clicks and a low hum, but lid lock got stuck in on position first time and wouldn't come on second time and I got the usual three beeps and flashing lights that go with lid lock error so I'm still not sure what to do there.

F7 E1 is  basket speed sensor fault... this could be the shifter I pointed out before, as it serves as the shifter between agitate and spin, but also serves to monitor the speed of the basket in spin cycles. Part of the actuator is "C" shaped to allow a ridge in the spin tub to pass through it, a mark on the tub then registers with each pass allowing the control to "see" how fast the basket is moving.

I have seen the shifter cause this, but I have also seen a bad motor capacitor cause the "hum" you describe, because the motor cannot get moving as quickly as it is supposed to be, also causing a basket speed error. (the control may be expecting a higher speed than the sensor is showing)

You are getting into territory that will require a multi-meter to test some parts... do you have one?

More looking didn't help, so I ordered one and will go pick it up when they text that my order is ready. Thank you for your help so far.
