miele W1203 washer that does not drain fully,I cleaned the trap and noticed that the pump impeller is not rotating freely, just half a turn

The pump needs removed and determined if it can be cleared maybe be bobbiepin or something stuck in there. If not it may need replaced.

..Your pump should come apart in 2 halves either by turning(bayonet) or with few srews. Clean all parts and test outside the washer with 110 volts. If good reinstall if not replace. Make sure no blockage in drainpath' Tub to pump and pump to house drain.

I phoned Miele and they told me that the impeller should not rotate freely, is that right or is the tech wrong?

Depending on the type of motor, but most drain motors in newer washers and dishwashers have a magnetic component that makes the impeller resist movement, then lurch to the next quarter-turn position...

The Miele tech is right.

Not draining fully can be caused by a few things: no hi-loop in the drain hose, partial clog in drain hose, machine not able to detect water level (see EDs post above).

Fill it with HOT water and initiate a drain cycle... put the drain hose into the sink or a bucket and see if it is forcefully draining.
