LG Fridge/freezer inconsistent temp

I have a LG LFX25975ST Fridge/freezer (french door type).  The other night I noticed that stuff in our freezer has been thawing out so I put a thermometer in there to verify its temp. I put a thermometer in the the fridge and freezer and checked every morning throughout the weekend. When I checked the temp the fridge was ~42 and the freezer was ~29. However, I have the fridge set to 38 and the freezer set to -2 so something is wrong. I've verified several times that the evap fan is working has no obstructions. The compressor fan comes on (actually is always on) and I hear and feel the compressor in the on state (I don't think I've heard it turn off though). The eval coil didn't have any ice on it -- in fact when I was taking the cover off I noticed it was very damp in there and heard what sounded like water hitting something hot (I'm guessing defrost unit?). I was thinking that it was a bad compressor or freon leak but the other day the freezer went down to -4.5 and everything was frozen again. Can someone give me some kind of idea here? I'm completely lost with this ever since getting that -4.5 reading. Any help would be extremely appreciated!

When is the last time you cleaned your condenser coils?

Last year and they weren't very dirty.

Would the compressor start relay cause this? Don't they moderate the voltage to the compressor for starting vs staying on to be energy efficient? Maybe the control board is bad? 

Gonna test start relay tomorrow.
