Verified resistance between terminals, all measure 7 ohms. Verified 120 ac input, control voltage is only 3.6 vdc, but steady

 Replaced inverter board and compressor is still not running.

Is the control voltage too low to make the inverter board run, or am i looking at a bad compressor?

Thought about using a 5 volt power supply and connecting it to the control input. Will that be ok?

I am puzzled because in all the other refrigerators I have seen,  when the windings check out with the same resistance,  the inverter board was at fault. 

Any help you can provide will be appreciated.

Check windings to ground. Should show open or infinite.
