Propane-appliance purchase

Dear Appliance Gurus,  Im going to, at last, replace my ~25 yr old 50 gal CWH with a tankless; it is leaking. When I called FW Webb Company (theyre in Brattleboro Vermont, near where I live--you know, keep the dollars local) the place from where I intended to buy the appliance they informed me of a 'company policy' which disallows selling this, and other Propane or oil appliances to we 'lay' DIY's; One must have some kind of licensing to buy them. Any suggestions? Ive not searched elsewhere as yet. Also, is this to be the 'new order' of things? Have you exp'd this before?     Domo,  a Grasshopper
