LG Washer overflows immediately upon power on WT4870CW

So I have a LG top loader model WT4870CW, immediately upon being plugged in the Wall ( before you even turn th console on) both the hot water and cold water in let's energize and let water into the basket and never stop filling until the machine is unplugged. My fist suspicion was a water valve and so I replaced the water valve assembly and the problem is the same. Does anyone have an idea of what I should check next or have the service manual? Thank you.

Test voltage at the valves. If you have voltage present at the valves then its likely a stuck relay on the control board. If no voltage present then test your water pressure.
