Is this normal? Gas valve spins continuously when trying to shut off gas

I'm doing a remodel to our kitchen and I need to remove our GE cooktop. When I try to shut off the gas underneath the unit, the valve rotates continuously. It doesn't have a quarter-turn lock or anything. Is this an older style? 

The gas seems to shut off when the valve is turned a quarter turn... but if this part is ancient it might be worth it to replace it?

replace !   it may never matter , but a proper working cutoff is very important , far as safety is concerned .
