I have a 25 year old attic fan that's stopped running. The shaft turns, but is very stiff. I removed and disassembled the motor. The races that the shaft rides in are steel and resemble a ball bearing but there are no balls. They show no interest in turning, so I'm guessing that they are intended to be stationary bushings. There is a cage like assembly, but instead of balls, the cage is stuffed with some sort of fibrous material. I can't tell if it's dried out grease or some sort of packing designed to hold oil.

Is this material supposed to be soaked in oil? If so what kind? Any other tips for refreshing these bearings?

I misread the smeared date on the label; it's "only" 15 years old. ?

So how should it be lubricated? Motor oil? Clock oil? Grease?

15 years I’d still replace...
