HI 
In helping my friend with her GE
 GE JGP326AEV1AA Stove top   I was able the get the clicking on the igniters to work.  2 of the 4  burners click and ignite..but there are a couple that will not catch fire (inconsistently)_they will click and I can smell gas coming through but they do not catch the fire.    

when my friend waves her hand over the top then it catch the fire.  is this due to an adjustment needed with  the air flow  piece  or what can i do to resolve this?  thank you

ps  all the burner parts seem to be  clean and there are no blockages .. thanks

Double check the burners in the spot where the igniter is located in the burner. Sometimes it is hard to see but in that little round chamber on some models right where the igniter sparks ,  there is a tiny hole that gets clogged at times and stops the gas flow  and ignition process.

great suggestion Darren..thank you.  Yep i saw those tiny holes and made sure they were all clear..and yes the are small.. seems like a bad design.. wondering if it might be the air mixer if there is one?   , not sure if there is a way to adjust it.  or if it could be something else.  thanks

Sometimes you just need to take the cap off the top and clean the backside of it real good then make sure that it is sitting properly in place.

Check the burner tubes and the gas flow orofices . Something as simple as a spider web in the burner tubes can cause an ignition problem of the fuel.  Using the wrong size orofice or a slightly blocked orofice can also cause an ignition problem. Especially if someone was messing with the orofices befor you arrived.

Also as light house has suggested the black flat burner caps can be an issue if not totally flat on top of the burners. I have also seen stoves that have had the burner cap still work with the cap not properly seated and then the gas flame at that burner would eventually distort the aluminum burner under the cap and then it would not light properly. Look for any warped or fractured areas in the aluminum burner on the top also
