Is 13.5 ohms bad reading for a oven top element

i need help tech help to see if in need to replace the top heating element because the control board burned up around the really that supply the elements.  i ohm them out the bottom one reads 15.9 ohms and the top reads 13.5 ohms a 2 amp difference in draw. the board burned up quickly like a short but can't find any shorts.  15.9 ohms is what the elements should read. the top element is different then the bottom element. the top element part number is 316203301.  Its in a sears oven the control board part number is 316207511

No doubt they are both different wattages ?

they just look different. would replace the top element

Just curious, is replacement because of the 2 amp draw difference stated previously?

Any board on anything can burn out like that and nothing else be wrong, just poor quality boards everyone gets from china ??

Very true 

once you get a dry joint on the relays it’s time will come
