My machine's cold water flow is to slow and my speed queen washer aborts the rinse cycle because it takes to long for the water level to reach the correct level.  Is there some way to bypass the factory set mandate for a cold water rinse?

Nope, need cold water to get rid of detergent  

 

You need to buy new water inlet valve. You didn’t provide model number so I can’t point you in right direction for valve. 

You maybe be able to clean yours. Remove supply hose and squirt water in valve to rinse sediment out.

We have cleaned the filter and hose many times, there is no blockage...

Will have to check you plumbing to get more pressure to the machine

If you have good water pressure from cold supply hose, you"ll need to replace the valve, like Ed suggested.
