GE Dual Fuel Model P2S975SEP2SS Left Front Gas Burner Problem

Working on this burner which has problems. 1. It will light sometimes, stay lit for a few seconds and go out. 2. Sometimes only one small flame will show and when you turn the knob to turn it up there is no change from the one small flame. 3. Sometimes it will have 2/3 flame that sounds like a jet, and then go out. Regardless the burner will not stay lit. Things that have been done to remedy the problem: 1. Removed oriface to see if it was partially blocked with debris and it was clear. 2. Changed out the valve which runs the burner. No other burners do this but run normally. Could it be the Tube burner assembly?
