Kenmore Electric Wall Oven 790.41003603 - Broil AND Bake elements won't heat

Looking for some help troubleshooting my Kenmore Electric Wall Oven, 790.41003603. Neither the Broil nor Bake elements heat up. I was hoping it was just the thermal switch, but it wasn't tripped and it tests out. Broil element tests out at 14.7 ohms, Baking element at 22.7 ohms. Wires to the elements test out good. Inspecting the relay board, (3164439) the resistor R1 looks to be burned out. Could this be my problem? I'm looking for advice on additional troubleshooting steps to narrow down the root cause of the issue.  Thank you!

Confirm that you have 240VAC coming into the unit. If you do and you’re confident the TCO (thermal cut-out switch) is closed, then the board is the likely culprit. Both the bake and broil elements receive voltage through the same double break relay on the relay board. I don’t know about the specific resistor mention in your notes, but would lead a jury to condemn the relay board. Good luck!
