Electric LG range dual burder half-working

Hello, would appreciate some pointers on this issue.  Our electric LG range (lre3023st) has a dual burner which started having issues.  It would heat when I turn it on the smaller setting (the inside radius); however, when I turn on the full setting (both inside and outside radius), the burner doesn't heat (both inside or outside radius don't work).  I have tried replacing the burner itself and that didn't help.  All other burners, stove, etc. work fine.  The control panel also seems to work fine (lights, etc.).
