GE GTW460ASJ6WW does not spin except in drain-spin cycle

This washer does not go into spin. It agitates and drains but will not move into spin cycle. It only spins when Drain-Spin is chosen.

what can be the problem?

Know this is an older post, but I have run into the same problem. Same model top load washing machine. Customer says it does not spin, but cuts off mid cycle. On inspection, found the water inlet valve was leaking. I replaced the water inlet valve, machine performed all functions while it was empty. I have a call back on that work order, she says it is doing the same thing. Did you find out what was the cause of your issue?

It was control board problem
