Can motor relays and heater relays be tested for voltage or continuity?.Kenmore 800 electric dryer is what i am working on..

You'll test for voltage.  The heat relay will have two smaller wires and tep larger wires.  Those are your control voltage and working voltage, respectively. Start a cycle and put your leads to the two larger wires.  If the relay is working properly,  you'll read zero volts ac. 

Same thing with the motor relay. When the contacts close,  the relay is nothing more than a piece of wire.  

Please use actual model numbers when posting.  It takes a lot of the guesswork out for us.
