Whirlpool WFW8410SW02 not spinning fast enough

This washer does not spin dry the clothes fast enough during a regular cycle. The spin speed says high. However, it does a good job if you put it drain/spin. Sounds like the mechanical parts are working fine, but possibly some problem in the electronic controls. What can I look at ( or replace ) to narrow down or fix this ?

Before assuming electronic issue, I would inspect pump impeller I would also ask what type and how much detergent you use.

Washer will not go full speed if it senses the load is out of ballance
