Wingnut Loose on Zojiruhi Bread Machine BB-CEC20

Last month, my bread machine is not working as well as it normally does.  It's a Zojirushi BB-CEC20 bread machine

Whenever I try to bake my own bread recently, the ingredients would not completely mix.  I later noticed that one of the "Wingnut DooHickies"(or what a different website refers to a screw) is loose.  I spin the wingnut and the blade would not turn.

Is there a way to tighten it?  If not, then do you know a good appliance store in Vancouver Metro who can help me with this?

Hard to tell from picture, looks like the shaft has flat spot machined into the part. Your wingnut doohicky should have a hole in it that looks like a D. My guess is it is now round. Remove the retaining clip and check the hole.

Keep in mind that I am new to the site so I barely know anything about repairing kitchen appliances.

If you remove the c-clip and then remove the "WingNut Thingy" you will most likely find that the hole in the middle of the "WingNut Thingy" has rounded out and no longer is "D" shaped as the shaft is so it just spins without turning the shaft, exactly as @Vance R was explaining.

Would be a very easy fix if you can find the part, (finding the part is going to be the harder part).   Will need to find a parts break-down that show parts and part numbers or find a number to call the company directly and see if they can source the part for you.
