I've replaced both the PBA and touch panel on my dishwasher now without any luck. 

Going through the troubleshooting steps I find 16 volts between pin 10 and 11 on the CN301 connector, instead of the prescribed "9.5-12.5V". The 5V pins seems fine.

What could be wrong? Measuring 120V between live and neutral/ground.

Hopefully i pull the correct manual. CN 301 pin 10 and 11 are blue wires? Looks like those go to door switch. Switch closed you should get near 0 v and switch open should be supply voltage.  Power into the board was fun, the neutral is quite a daisy chain. 120 vac should be at CN 101  pin 5 blk is line, pin 3 yellow is neutral. Since you talked about voltages line to neutral should be 120 vac, line to ground should be 120 vac and neutral to ground should be near 0 vac. This is for proper voltage level, polarity and a good ground. 

Now the joy of Samsung. Did you compare the part numbers on old modules to new modules? Getting correct parts is very difficult due to Samsung having different version of a model. Some of the guys here call them Damsung.

Version number are on the model number tag, but they can in a way different location. Typically they are 2 digits like "03".

I do have 120 to the board, and the 5V pins look good, it's the 12V ones that seem off, and too high (15-16V). I've tried both with toggling the door switch and shorting it to rule that out.

The manual indicates 12 as max. I don't understand how the AC-12VDC can be busted on two main boards? 

Any other components that might keep the dishwasher completely off? Not really sure what to try next.
