Sub-Zero 590 Refrigerator Section 45-50 degrees at 10. Cold Control?

I have a Sub-Zero 590 with R-134.  Of course during this time when I can't get a repair tech out, it needs service.  It probably averages around 45 degrees in the middle, around 50 on top.

I almost think the problem is the compressor doesn't stay on long enough, it's like it "thinks" it's cold enough and stops.

 About 2 years ago, I got a new cold control and it seemed to fix all of my problems. Been running great.  Not sure if that's happening now, the diagnosis I've seen is usually the cold control just fails, it doesn't fail intermittently like this.

 

Any way to test it while it's in the refrigerator?  If I turn the control to 0 and then back up to 10, the compressor still stays off, it's like it needs 20 minutes or so to come back on every cycle.  I would think a properly working cold control would make the fridge get to the set temp before shutting off?

 

Something else like a compressor relay?  I also have low side and high side gauges to test refrigerant pressure, have some experience in auto ac systems.

 

Any help would be appreciated, I'm sort of stuck in a quarantined house with a bad refrigerator.
