Condensor coils iced up. Is the likely problem the control board or temp sensor

Condenser coil iced up?  I've never seen that on a refrigerator.

If the evaporator coil inside the freezer is iced up, could be:

The evaporator fan isn't running for some reason or the defrost heater is not working for some reason.  Either of those could be bad, or control to either one is bad.  Control problem could be a bad thermistor, a bad thermal fuse, a wiring problem or...YES,  a faulty board.

No way to offer an accurate answer until it's tested using a VOM.
