I have an older Whirlpool Quietpartner II and recently the top rack is not getting cleaned - items left with greasy residue or food.  Bottom rack cleans just fine. Soap is being dispensed. I removed and inspected the Inner feed tube, the lower spray arm assembly and the spray arm under the top rack but no obstructions were found. I removed the soil accumulator covering the sump base but also found no obstructions. Not sure where to go from here.  I appreciate your help.

First place I would start is here:

fixitnow.com/kitchen-appliance-repair-help/dishwasher-repair-faq/

Read through the top, and see what you find.

Then go through the postings underneath like these:

Mailbag: Kenmore Dishwasher Not Cleaning Well in the Upper Rack

Appliance Repair Revelation, Dishwasher Leaves Dishes Dirty

Look for others that apply to you, too.

First thing I would check is to see if the spray arm rotates freely when you give it a push and continues to glide around a few rotations on its own.  Then check to see that there is enough water in the basin.  It should be high enough to make the float switch on the basin floor click up.  Then you can start the thing up, wait until it is in full wash mode, and quickly open the door.  Do you catch the upper wash arm spinning and spraying water?  I have even, at times, tricked the thing into thinking the door is closed and run it with the door open for a second.  Makes a bit of a mess, but not much if you shut it down right away, and it will let you know exactly what is going on if you have any idea of what to look for.

Problem likely resolved

Just as you posted I found the chopper assembly.  The blade was broken off and the screen is 100% clogged.  I think that's it.  Hopefully debris didn't getting into the pump itself.  We'll see once I get the new chopper in.  Thanks for those links.  I will be sure and go through them.

Nice goin'!  Water circulation will cause the same problem as low water.  Let me know if you need help finding the part.
