Hello,
We have a built in 42" GE monogram (2002) side by side that has been having trouble cooling now for several months. It has trouble keeping FZ/FF temps low enough and now ranges between 5-14 F/ 40-46 F, occasionally worse in the fridge. I have checked the defrost heater, defrost thermostat, and all thermistors which Ohm'd to spec. I ran diagnostic mode in fridge and all steps passed. The motherboard and evaporator fan were just replaced 2 weeks ago. I recently installed a piercing valve and charged it with r134a (since initially it was reading -10-15 psi low side), it now reads 2 psi low side which improved performance but still not where it needs to be. There is occasionally light frost now on the suction line at the compressor, sometimes heavier. I verified damper function which was ok. Attached are pics of the evaporator after running several days and model tag of fridge. At this point i'm thinking maybe sealed system problem and perhaps the next step is a good evacuation and weighted charge of the system? Please advise, thanks in advance as im a new member!

You've overcharged it.  That suction pressure is now too high and there shouldn't be frost to the compressor suction line.  The latter indicates flood back.  I'm surprised the freezer gets anywhere near 10°F.

That's a critically charged system, so the only time refrigerant should ever be added is when it's been PROPERLY evacuated (after confirming there's no leaks) and then weighing in the charge (14.5 oz).

Even still, there surely could be a sealed system problem that may not be evident until it has a PROPER charge.  With your gassing it up beyond designed charge, you've added FAR more steps in order to determine that.

Ok that's what was thinking, I did try to correct for my initial overcharge but I agree at this point I will need an evacuation and sealed system leak test followed by weighted recharge. Thank you.
