Dacor RSD30S Bake Element - Relay Board Bad?

Bake element doesn't heat, but broil and convection elements do.  Bake element resistance ~25 ohms.  One wire connector on bake element corroded and spade lug connector loose.  Cleaned and tightened the connection.  No luck.  No voltage across the wires to the element when in bake mode.  The corroded connector is the wire that leads to the relay board, which costs ~$350.  Is it likely that the relay board is the problem, or is there anything else I can do?
