Samsung DV42H5400 Heater not working - heater relay not operating

Power good 120V on each leg.

When unit is running can measure 240V across both terminals of heater relay, tells me relay is not operating. 

All t-stats 1-3 good, thermistor good at approximately 10KΩ, heater at 9.8Ω

Control board was replaced and new board has same symptoms with relay.

when I ran the smart install mode  the touch sensors worked  fine and then the check motor/heater test resulted in both operating fine result was OK. The heater worked fine for this test. 

I suspect there may be a problem with the other boards.

Is there something I'm missing? Any help would be appreciated
