Hello, I followed the following troubleshoot chart here: https://fixitnow.com/wp-content/uploads/2012/04/39305150-Warm-Refrigerator-Troubleshooting-Flowchart.pdf

Symptoms: although my freezer gets cold (food is frozen)  however my fresh food compartment is on the warmer side and the compressor is running almost continuously.

In the chart I think it is leading me to the bottom left, the issue being the damper ass'y.  To confirm, I have:

1. Inspected evaporator coils - upper section defrosted.  Lower section frosted a bit but while inspecting the lower heater kicked on and defrosted
2. Both upper and lower defrost heaters visually working
3. evaporator fan is running

Where I am a bit confused is if the lower heater is not working properly or consistently, will a frosted/iced  evaporator coils block the cold air from circulating properly into the fresh food side?  Does the damper ass'y contain it's own fan, and where it is located?

The temperature inside the freezer should be around 0°F. The food would be frozen even at 20°F, but that could be a beginning of a Sealed System problem. Try to verify the temp with a thermometer.

I don't have the technical literature for this model, but the damper is usually located at the top between the freezer and the fridge. When the evaporator (freezer) fan runs, you should be able to feel the air coming out from the damper on the fridge side (you may need to hold the door-switch closed). If you don't feel any air, the damper may be stuck closed.

There should be another air-vent on the bottom of the fridge circling air back to the freezer section. If that air vent is blocked by groceries, plastic bag, or ice accumulation due to a drain problem in the freezer, the temperature in the fridge will go up.
