My freezer is fine but fresh food not running warm. I had a tech come out and I think got scammed he said it was freon low. Now I have refrigerator leaking water and copper coil is frosted. I checked evaporator and condenser fans they both running; I am thinking possibly a defrost issue. However, now did this guy break my fridge for good?

too much freon in system now..

Did he charge the system? It definitely looks like an overcharge.

Also look like he left a temporary access valve on the system. Is there frost on the back wall of the freezer? Model number would help in giving advise.

Yes, he charged the system and yes its some kind of valve on it and for sure cut a copper line. If he overcharged it anything I can do? Model is a Kenmore 253.78822012

Typically it would be recover all the refrigerant, solder on a permanet access valve and recharge. Replacing the drier would be recommended to do at same time.

I am not sure if the technician knew what he was doing; the fridge is colder now but issue now is water on floor which I think is the reason above.

Yup when the compressor stops running all that ice on the tubing melts.

Yes. Anyway to fix this? Or get a new fridge?

I would call the tech back let him know what the techs on here told you and see if there is anything he will do to help you out.
