Cooktop light is not but all 5 elements not hot

Hi, We had Whirlpool Gold 30-in 5 Elements cooktop Model #G9CE3065XB (https://www.lowes.com/pd/Whirlpool-Gold-30-in-5-Elements-Smooth-Surface-Radiant-Black-Electric-Cooktop-Common-30-in-Actual-30-8125-in/3437372).  We touched On button, but the element was not hot at all and this occurred to all 5 elements.  Each individual On button when we touch to turn on, the according element was not hot.  What could be the issue and how could I identify the parts that caused the issue so I can replace it.

Try just flipping the breaker you may have lost one leg of the 240 vac. If that doesn't work would start by checking the incoming voltage at  the terminal block or junction box. It should have 240 vac L1 to L2, 120vac L1 to neutral, 120vac L2 to neutral.

Thanks Vance, we can see there is incoming power since we got red led indicator on when we touch On button as well as 1-10 led power level, but element was not hot at all.

Still recomend you check for 240 vac the display uses 120vac

Per its spec sheet, your range requires 120v and 240v input. 

The 120v is to power the controls and displays.  You obviously have that.

The heating elements require two separate 120v input lines to provide 240v for operation.  What @Vance R is telling you is you're missing that second 120v input for some reason and it could be caused by the two pole circuit breaker being half-cocked, a loose connection in the input junction box...or (I'll add) even a loose wire within the cooktop itself.

By that, I don't its tripped.  What I mean is that appears to be fully ON, but one side of the breaker didn't get fully seated when turn ON.  Heck, you might just have a bad breaker.

Aside from a good visual inspection, you might need to use a voltmeter to determine where your problem lies.
