Samsung Fridge, #RFG237AABP/XAA - Power Surge - Ice Maker - no water.

We had a power surge, one of the victims is our Samsung Fridge Ice maker.  It appears that the fridge is not allowing water to enter the tray to freeze.  

Where do I start to trouble shoot this?  How can I verify that the solenoid is not opening to allow water to fill the tray?

Does the water dispenser work?   If yes push the test button on the ice maker to start a harvest cycle.  Measure voltage at ice maker fill valve, toward the end or just after harvest cycle stops there should be 120 vac for about 5 to 8 seconds.  If no check voltage at primary valve when dispenser paddle is pressed, should be 120 vac. If voltage good disconnect out going water line of valve and re-do test with outlet pointing into a glass. If water comes out move down the line to next item - filter or valve - repeat. If no water comes out - check incoming supply line for flow.
