I experience a very brief and intermittent (perhaps every five minutes) sputter while the burner is fully engaged.  I suspected the igniter but it tests perfect and glows brightly.  The burner produces a blue flame with hints of yellow at the tips at various points along its axis but the flame is somewhat uneven, with long well formed and slightly shorter flames at various spots along the axis.  I suspect the burner; but not certain.  Any other ideas?  Might there be another possible cause to check for?

Once the gas is burning, the igniter doesn't effect the flame.

I'd examine the burner, and also check the gas pressure. Watch the surface burner flames and see if they change when the oven flame does. If they do, it's a gas pressure problem. Maybe a bad regulator in the stove or in the home, or possibly a lot of water in the gas line.

Two more theroies - if lp maybe moisture in the gas.  Pull the burner tube and inspect, any rust spots or burn throught spot are not good.
