Kenmore Model #11027642600 Washer - Weak Agitation - Spin Seems OK

Hi,  I have a Kenmore Model #11027642600 washer with weak agitation.  The top of the agitator does move a little but it does not agitate the clothes.  I tested it with a low water level with no clothes and the water did slosh around but once the clothes are in the agitation seems much weaker.  It does seem to spin normally.  The agitator dogs were eaten up and I replaced them -- the teeth the dogs engage look OK.  The splines on the drive shaft and the mating ones in the lower portion of the agitator look good.  The motor coupling is also OK.  With the agitator off and the motor disconnected I turned the agitator shaft.  It could be turned but it showed different levels of resistance as it went around -- sometimes easier, sometimes harder.  There are no odd noises coming from the washer when it runs.  At this point I'm thinking the problem must be in the gear case but since it's not making any odd noises I'm not sure that's likely.

@Eugène Collache Just changing the worn out dogs should have taken care of the problem, IF that was really the problem - sounds like you have some other problem.
