Oven heating issue..Frigidaire model BGGF3042KFT

Having trouble figuring this one out.  I replaced the bake ignitor twice.  2 different new ignitors.  Same issue.  The burner goes on for 25 seconds then out for 40 sec - 1 minute.  It takes forever for it to get up to heat this way.  The broiler gets to heat without going out.  This makes me think the temp sensor/thermocouple is ok. Cannot determine the reason for this.  Any help appreciated.

Lets start by taking the current draw of the ignitor during bake. Monitor the voltage at pin 1 (yellow) to pin 5 (white) to see if the control voltage is changing.

Ok.  Am with oven now. Taking voltage on white and yellow pins.  Voltage stays on at approx 124V for 25-40 sec then drops to zero.  Zero for about 30 sec, then back to 124V and gas stays on for about 25 sec.  Rinse and repeat.  I don't know enough to determine why this is happening.  Vance?

I do hear the relay click every time the voltage goes back to 124V. Also, have been watching the cycles.  The gas, ignitor, voltage stays on for increasingly shorter times.  Now..after 10 min, stays on only maybe 15-20 sec.

. More info...additionally I am testing broiler. On hi setting...it stays on.  On low setting, it also turns off the on.  Maybe 45-55 sec intervals.  Board or temp sensor.  I tested temp sensor for continuity.  That is all so far.

That voltage is sent out by the control board. The board is turn the bake ignitor on and off when it shouldn't. At room temperature the oven proble should measure 1080 ohms.  chart is here:
