He probably did trip the breaker when he had the poof - jumping the timer motor terminals made a 240 Vac dead short.

Some weird developments...

Yesterday I tried the jumper wire but it did nothing. The timer didnt even make any noise. But I, too, thought I tripped the breakers but it was late and raining in the dryer breakers are outside. So I waited until today.

So I just checked the breakers and they were still in the “on” position, but I went ahead and flipped them off and back on, and went back inside.

As soon as I plugged the cord back in I could hear the timer ticking. With the jumper wire in place I turned the dryer on and it started.  
 

I unplugged the dryer because it wouldnt shut off and I couldnt reach the front door.  When I plugged it back in it wouldnt start.  The jumper wire was still in place.  The left side terminals only registered 50(ish)Volts and the right side terminals registered 120(ish)Volts

I went back outside and the breakers were still in the “on” position, but I switched them to “off” and then back to “on”.

I came inside both sets of terminals registered 120V each. All good....and the dryer started with the jumper wire still in place.  I removed the jumper wire and the dryer still started, LOL. 

So I feel like Im back at square one.

Now one thing I’m curious about is this - when I had that little spark from adding the jumper wire to the wrong wires (the white/blue striped wire and black wire that goto the timer motor) the harness does have some burn marks, but not sure it I damaged it.

Now it wont start again.  Even with the jumper wire.

Only 36v on one side of the terminals and 120v on the other side

Just went outside and reset the breakers and the dryer came back on

Dryer light is on too. Is this a breaker issue?

Not yet. Just the terminals. But I will. When the dryer doesnt want to start the left terminals have 30-50ish volts and right side has 120ish volts.

When the dryer doesnt want to start i go outside and flip the breaker off and on, and the dryer works.  Drum light works too when I do this.

Make sure you have good voltage at the outlet first.....

Sounds to me like you may have damaged the breaker from dead shorting the 220VAC. - (not something I've ever had happen so don't know if this would be likely or not).

Not really that difficult to replace a breaker and not that expensive so worth a try.

When I run across this in a customers house I go through this process.

1. Check voltage at the terminal block where the cord attaches to the dryer. The two outside pins should be 240v AC. Test that while pushing start to put a load on the circuit that way if you have any loose connections it will how up by not getting solid 240v. 
2. if you don’t have proper voltage at the terminal block just start going back through the circuit one connection at a time (terminal block, plug, outlet, breaker) until you find a loose connection or bad breaker.

I’d check there but be careful not to electrocute yourself!
