Oven slow to preheat - broil element broken?

I recently ran a self-clean on my oven. It now takes a very long time to preheat (30+ mins to get to 350). The broil element also does not come on during preheat or work if I set the oven to broil. I used a multi meter and there seems to be a fine current through the broil element so I don’t think that’s the issue. What could be causing this?

What’s this mean? Did you measure amp draw?

Well just checked tech sheet. Seems to be no specifications on elements. Leaving you no way to know proper amp draw. 
 

Id check for 240v at element if it’s there I’d replace element. If it isn’t then more tracing to do...

Yeah, measured to test for continuity. Good to know, I’ll try that next

Bad relay on the oven control board. In my experience. Have had several units like this. Replace he board unkess your good with soldering. Then just replace the broiler relay.

We should not assume that without testing.
