GE monogram Ziss360drjss condenser fan busted

Got a GE monogram fridge model Ziss360drjss, which is running too warm.

The condenser fan in the back of the unit isn't spinning after unplugging and plugging back in.

 

I gave it a couple twirls by hand and it's starting up again, however I cant tell if the compressor is working. It seems to vibrate and tick then no noise.

 

Did the compressor break because the condenser fan broke?  Is there some kind of safety mechanism where if the fan doesn't turn on the compressor shuts off?

 

Will I need a new condenser fan and compressor?  I just had the compressor replaced last year.

Some of the refrigerator have a lock out time of 10 minutes before anything will restart. Make sure the condenser is clean, they are often over looked in builtins.

If condenser fan was off long enough the overload on compressor could’ve shut it down.

Let compressor completely cool (unplug refrigerator)point a box fan at compressor with machine cover removed. 
 

After its cooled plug it back in. See if compressor starts leave fan running on it. 
 

If compressor runs replace fan motor.

just had this today on a 48" built in, everyting seems to work but the evap fan wont run
