U-line Beverage cooler not defrosting/cooling.

U-line  U-1175bevss-00 Beverage cooler not defrosting/cooling.  First time looking at one of these so bear with me.  The customers complaint was that it was not defrosting, building ice and heavy frost on the back panel eventually not cooling and he would turn it off to manually defrost and repeat.  It was running in the high 70s internally when I looked at it and despite compressor and condenser fan running with condenser at 30 over ambient not cooling, lots of gurgling and back plate cool to the touch.  I initially thought it would probably end up just being a defrost problem. I did not have a chance to ask when it was last cooling adequately or when he had turned it on last since the owner had to leave.  Could not located a service manual to get it into diagnostic mode so I tested what I could like the resistance of the thermistor.  At this point I think the sealed system could be involved but I did not check pressure or amp draw yet, wanted to get more information if anyone can lend any or speculate a guess or help with locating the right service manual.  Thanks!

Thanks for the help, fortunately I spoke with a factory tech for Uline and he virtually assures me this will be a bad PCB + Thermistor as he has done many.  I did get some other resources but plan on showing back up with those on had and will install and pray if I cannot determine any other problem
