I have tested the heating element in service mode and there is no heat coming from it. The heating element has the proper resistance. The thermistor in the flood switch ASM has the proper resistance and I even tried a new one to confirm that wasn't the issue. I get 120V on the heating element pins at the circuit board when activating the heating element in service mode, but 0 Ohms resistance, so I found out that there is a TCO (thermal cut off) in the heating element path. I looked and the TCO was tripped. I manually reset the TCO and it tripped again when going into heating service mode (temperature of heating element was room temp). How can I narrow down if I need to replace just the TCO or if I need to replace the main circuit board? And is there a standalone harness kit for my model?

Since the board is sending out 120 vac it should be ok. Your comments indicate that the TCO is tripping prematurely. It would appear GE had issues with their wash pump and subbed a complete kit. Normally GE doesn't have the TCO available separate from the ac wire harness.

That part listed should work. You could always use a generic part as a replacement.

@hyuken Did you ever fix this issue? If so, what was it? I’m working on the same model dishwasher currently with the same problem of heating element not heating.

The manual for this model says if the thermistor is reading properly, you should replace the control board.  From GE technical service guide for June 2014.

I should have added that this is if the heating element test correctly with your  ohm meter.
