Should lg top load washer drum and pulsator spin almost freely

I have an lg wt4970ww top load washer. It would not complete a cycle without adding time during spin cycles. I replace the 4 suspension rods and that did not correct the problem.. the pulsator plate was replaced about a year ago, and with visual inspection appeared to be good.  I noticed the drum and pulsator place spin almost free by hand with the machine off. Clothes come out more wet than usual sometimes. It sounds like the pulsator is turning during wash and spin and nothing makes any unusual noise. It goes out of balance easily even though the support rods were replaced. I’m thinking the clutch. 
any ideas.
