No cooling. When you plug the unit in the fans start but the compressor does not. After 30 seconds there is a relay click.

Voltage at the compressor upon power 1.0V AC. When the relay trips it drops to .9V. The unit continues to cycle on and off (Relay clicking and clicking). Voltage goes up and down accordingly. 

Start Capacitor reads 15.7 uF. Rating is 15uF.

Measurements at the windings 

Pin 1 -2 4.9 Ohm

Pin 2-3 7.6 Ohm

Pin 3 - 1 3.1 Ohm

Is there any test points on the ADC that can be checked to determine if the ADC is working?

For reference Pin 1 is common, Pin 2 is start and Pin 3 is Run.

Correction. There is 118V going to the compressor. The compressor and evaporator fan are wired in parallel. When the wires are removed from the start relay assembly, there is 118V on the wires. This would clear the ADC and isolate this down to the start relay or the capacitor. Or the compressor of course. Unit is 20yrs old - mfg date 05/2001. 

Any tips on what to test next?

Make sure the compressor is not shorted to ground. Check all 3 pins on the compressor individually to the body of the compressor (scratch the black paint on compressor for good electrical contact).

If the compressor is not shorted, try a new OEM start relay.

If the new start relay is not working, the compressor could be locked. A 3-in-1 Hard Start relay may unlock it and run... but no guarantees.

Start relay is likely bad. Never had to replace a capacitor. 
 

You can ohm compressor to check windings. Also for a short.
