GE Profile refrigerator TPX24SI or TPX24BI (in production 2000-2002) never stops cooling

This is the offending refrigerator. It sports, so called, automatic defrost feature.
BACKGROUND:
The refrigerator, in general, works:
- it makes ice cubes
- the freezer part works
- I believe that the two defrost heating elements are OK (I've taken them out to the bench and verified that they work using external power supply)
- I do not know if they work in situ
- the food compartment is getting cooled down
- the freezer never stops (the fan is spinning all the time,  compressor  never stops)

QUESTION:
Is this normal?

COMMENT:
I am assuming that the activity should now and then stop.  When the certain temperature is reached,  the refrigeration should stop for a while.
I could not find on the net how the refrigerator  should work. I read about something about  defrost timers. I could not find any electrical schematic or repair manual or test procedure.
I hope that somebody will enlighten me.

Thanks in advance

It should stop when thermostat is satisfied. It should also stop during defrost.
