The picture you posted shows the problem. I bet that burnt wire has broken insulation and shorted to the cabinet an inch or so below where the picture cuts off.

I agree.  That burnt wire on the left may be causing this issue.

This was caused by a loose connection . It overheats the connection causing a greater amp draw.   It can also do a lot of damage to the motor.  I was told years ago from a factor rep on compressor's that the greatest cause of failure for compressor's was loose connections.  A motor is a motor weather it is in a washer , dryer or, compressor. 

It is essential a high resistance connection .
